On June 8th, existing leagues will get these default settings:
If your league wants different settings for Scouting or Potentials immediately, contact citizenclone by Forums PM or @Clone on Discord before June 8. Changes to sim models or changing the draft order type (e.g. changing to Draft Lottery) will take effect the next preseason, not immediately and Salary Cap can be changed at any time.
Here's a quick reference, to try to give you the closest new options to the game's old options.
Leagues that are starting the regular seasons before 6/8, consider going to full allocations right now, as everyone will receive the same settings no matter what money went into drills/devs/scouting at beginning of the season.
Leagues that will be drafting on 6/8, consider pausing the league before draft picks begin or download the list/grabbing screenshots for your league, as the views of the draft list will be different before/after the update.
A: 85-100 (A-: 85-89, A: 90-94, A+ 95-100)
B: 70-84 (B-: 70-74, B: 75-79, B+ 80-84)
C: 55-69 (C-: 55-59, C: 60-64, C+ 65-69)
D: 40-54 (D-: 40-44, D: 45-49, D+ 50-54)
E: 1-39
They can now be done immediately instead of having to wait until next season.
The impact to potentials has been reduced to allow more fluid position changes.
Non-catchers can no longer be changed to catcher, and left-throwing players cannot be changed to 2B, SS, 3B.
Players will only change position through using the Position Change tool on the player card, and will no longer change automatically from playing time.

No, potentials are scouted at the time of player creation in leagues with scouting on, and unscouted in leagues with scouting off.
Note that for pitchers, fielding includes HR, RA, GL, and AR; all other positions, it's just RA, GL, AR.
